Its not like cats are tribbles and are born pregnant, therefore we must eradicate them like Klingons (OK, enough Star Trek geekiness for one post!). You can't shoot something that is considered a pet. Plus, consider he would be disturbing the delicate balance of nature if he got his way... there is a reason cats eat birds, and its natural population control plain and simple.
Maybe he was a bird in another life and is out to exact revenge?
